PLAN REVIEW PROCESS

Owners shall be responsible to arrange for their ARC approved Architect/Designer, to attend a Pre-Design Conference at the Homesite. Homeowner shall pay all Architectural review fees prior to submitting Plans.

After the Predesign meeting, the Architect/Designer will receive login credentials for the SkyRidge Homebuilding Portal through which they can submit plans and complete the ARC Plan Review Application. Architects or Designers who have previously designed in SkyRidge may have an active login, but they must participate in a Predesign meeting with their new client prior to submission through the portal.

ARCHITECTURAL REVIEW FEES

Owners may utilize the Coopers HOA portal to pay by BANK ACH or send a CHECK to:

The Architectural Review Fee of $6,000 covers the initial Architectural Review process. Any required resubmittals will be subject to a Three-Hundred -Dollars ($300) Resubmittal Review Fee (see Architectural Guidelines Section 6.25).

An ARC reviewer will be assigned, and the Owner and their Architect/Designer will collaborate directly with the reviewer throughout the review and approval process. The approval process is separated into three stages; Compliance, Preliminary and Final, which are detailed below.

COMPLIANCE PLAN REVIEW AND APPROVAL PROCESS INCLUDES THE FOLLOWING:

  1. Submit a complete digital Compliance Application and upload Compliance Plans to the homebuilding portal. Only complete Applications and Plans with the fees paid will be accepted for processing.
  2. Plans will be processed to determine if all checklist items are included, and plans are compliant with ARC Guidelines.
  3. Incomplete Plans and Applications will be returned to Owners for revisions and resubmittal, and are subject to a Three Hundred No/100’s Dollars ($300.00) Resubmittal Review Fee (see Section 6.26).
  4. The assigned ARC reviewer will review the complete Applications and Plans and provide feedback.

If needed the reviewer will arrange calls and/or meetings with the Owner(s) and their team to review and discuss how the proposed Plans conform to the Guidelines. Plans that do not meet the Guidelines will be returned to the Owner and revised Plans meeting the requirements will need to be resubmitted.

Owners, Architects, and/or Builders are responsible to contact Wasatch County directly to discuss Wasatch County Code, and/or JSPA Design Handbook Code requirements and approvals. Plans will remain in the Compliance Review Stage until the Owner, Architect/Designer, and/or Builder have resolved any Guidelines requirements and acquired the necessary approvals needed from the ARC or Wasatch County.

Homesites with Extenuating Circumstances:
  1. Homesites presenting unique, challenging, or extenuating circumstances may request a meeting to discuss their Homesite design constraints conditions by emailing their assigned reviewer.
  2. With reviewer approval the Owner and their Architect/Designer may submit a Waiver of Requirement Application to propose design solutions that have been deemed appropriate.
  3. Only proposals that present a design solution that better achieves the design intentions and objectives outlined in the Guidelines will be considered at the discretion of the ARC, on a case-by-case basis.

Please allow a minimum of twenty (20) business days to receive an ARC written response to a Waiver of Requirement Application. Once Plans have received Compliance Approval, additional Waiver of Requirement Applications will not be accepted.

This is an interactive process which may require multiple plan submissions. Allow a minimum of ten (10) business days after each submittal or meeting date to receive an ARC response.

The ARC’s written response will indicate items contained in the Plans that meet or do not meet requirements and provide explanations referencing the Guidelines where applicable. We encourage the Owner, Architect/Designer, and/or Builder to discuss the review conclusions with the ARC reviewer after the written response is received.

Once the plans set is determined to be compliant with the Compliance plan requirements the reviewer will recommend the plans move to Preliminary plan stage.

Compliance Approval is valid for six (6) months from the approval date issued by the ARC. PRELIMINARY PLAN REVIEW AND APPROVAL
  1. Plans requiring revisions will be returned to Owners for revisions, resubmittal, and assessed a Three Hundred No/100’s Dollars ($300.00) Resubmittal Review Fee
  2. The assigned ARC Reviewer determines if plans are compliant with the Guidelines and all Compliance Review comments from the previous submittal(s) have been addressed and approved.
  3. Plans deemed ready for review by the full committee shall be scheduled for the next available Architectural Review Committee (ARC) meeting.
  4. Owners and/or their Architect/Designer will be notified of the date and time their Plans are scheduled to be reviewed by the ARC.
Architectural Review Committee Meetings are held every other Tuesday via Zoom:
  1. Preliminary Plans will be reviewed in an ARC meeting to determine compliance with the Guidelines.
  2. In closed session the ARC will vote to determine if plans are ready to proceed to Final review.
  3. Should Plans require substantial changes, the Architect/Designer will be required to update the drawings along with their written responses to the ARC reviewer’s comments. The ARC reviewer shall then determine if acceptable, or if another meeting needs to be scheduled to obtain the ARC’s approval before proceeding to Final review.
Architectural Review Committee’s Written Findings:
  1. This is an interactive process which may require multiple plan submissions. Allow a minimum of ten (10) business days after each submittal or meeting date to receive an ARC response.
  2. The ARC’s written response will indicate any items contained in the Plans that do not meet the Guidelines requirements and provide written description of required changes and/or design modifications.
  3. We encourage the Owner, Architect/Designer, and/or Builder to discuss the review conclusions with the ARC Reviewer after the Preliminary Review written response is received.
  4. Owners and their Architect/Designer shall be responsible for resubmitting any new and/or updated drawings that are bubbled with a Delta revision number, written responses to ARC comments, material samples, and any other items included as part of the plans or review process, if requested by the ARC at its sole discretion.
  5. Once Plans are determined to be compliant with the Preliminary Plan Guideline requirements the ARC will recommend the plans be approved to move to Final Plan Review.
Preliminary Plan Approval is valid for six (6) months from the date issued by the ARC. Owners who have not received Final Plan Approval within six (6) months shall be required to resubmit their Preliminary Application and plans to the ARC for another review before proceeding to the next stage of the Architectural Review process.

FINAL PLAN REVIEW AND APPROVAL

  1. The assigned Reviewer determines if plans are compliant with the Guidelines and all requirements noted during the full ARC Review have been addressed.
  2. This process may require multiple plan submissions. Plans will remain in Final phase until all requirements have been resolved.
  3. Plans requiring revisions will be returned to Owners for revisions, resubmittal, and assessed a Three- Hundred-Dollars ($300) Resubmittal Review Fee.
  4. The reviewer will respond with written findings as appropriate during this process.
  5. This is an interactive process which may require multiple plan submissions. Allow a minimum of ten (10) business days after each submittal or meeting date to receive an ARC’s response.
  6. Once the plans are determined to be compliant with the Final Plan requirements, the plans will receive the ARC’s approval stamp.

Prior to Receiving Architectural Review Committee’s Stamped Plans, Owners are responsible to pay in full the Performance Deposit paid and deliver the requisite Performance Deposit Agreement and Notice of Voluntary Lien (Deposit amount and Performance Agreement purpose is discussed in Guidelines Section 6.15) to the Association.

Once the Performance Deposit Agreement has been executed the Performance Deposit, and the Notice of Voluntary Lien are received, the ARC will provide the Owner with ARC stamped plans for submittal to Wasatch County to apply for building permit.

The ARC’s Approval to develop a Homesite design is valid for six (6) months from the date of the Approval to Develop letter issued by the ARC. Owners that have not completed all of these actions during this six (6) month period must resubmit the Final Application and plans to the ARC for a follow up review before beginning construction.

UPON RECEIPT OF ARC’s STAMPED PLANS APPROVAL

  1. The Owner is responsible for submitting Plans to the County for Building Permit approval.
  2. The County must issue a Building Permit to the Owner using the ARC issued Stamped Plans for the approved Homesite.
  3. The Owner shall submit an electronic copy of the approved County Building Permit to the ARC prior to arranging the Pre-Construction Meeting.
  4. The Owner shall arrange for a Pre-Construction Conference to be held to be held at the homesite (refer to Guidelines section 6.17).
  5. Construction must commence on the homesite within the timeframes outlined in Guidelines section 6.18).

AFTER CONSTRUCTION COMMENCES

Prior to the County Framing Inspection, Owners are required to present at the Homesite, a Sample Board of all Exterior Finish Materials with their respective specifications to receive ARC’s approval. All Exterior Finish Materials, color samples, and color selections must be ARC approved prior to installation.

Landscape Plan:

Owners are required to present a Final Landscape Plan if the design has changed from the original layout indicating the locations and the required minimum number of trees, shrubs, other vegetation, site wall materials, retaining wall materials, all decorative landscaping materials, borders, and unique features for ARC’s review and approval. Any landscaping vegetation, material samples, and color selections changes must receive ARC reapproval prior to installation.
